Inspector Overturns Landscape Lane Refusal As Two Other Appeals Fail

Plans for 12 new homes on the edge of Newport have been given the green light after the Planning Inspectorate overturned a previous refusal by the Isle of Wight Council.


The inspector has granted outline permission for Mrs C. Fern’s proposal for 12 houses with new vehicle and pedestrian access off Landscape Lane, along with a pedestrian crossing on Staplers Road.


Councillors had rejected the scheme in December 2024 on pedestrian and highway safety grounds, despite officers recommending approval.


However, the inspector ruled the development would not cause “material harm” to highway safety or limit access to services for those without a car.


Meanwhile, two other Isle of Wight planning appeals have been dismissed.


An appeal from William and Christopher Garnett for a wooden boathouse at Horestone Point in Seaview was rejected.


The council had previously refused the application due to concerns about the lack of a buffer zone around designated ancient woodland and uncertainty over biodiversity gain.


The inspector agreed, saying there was “inadequate information” regarding how the scheme would improve biodiversity.


A third appeal — submitted by Deven Thakrar — was also thrown out.


He had sought permission to convert part of the former Jerome and Co solicitors’ office on Sandown High Street into a flat.


The council refused the plans due to concerns over carbon monoxide exposure from a neighbouring launderette.


The inspector agreed, saying the proposals did not demonstrate acceptable living conditions.


All three decisions were published by the Planning Inspectorate this week.
