Former Shanklin Hotel Under Investigation Over Unauthorised HMO Use

A former Isle of Wight hotel is under investigation after being partly converted into a House in Multiple Occupation (HMO) without planning consent.


Roseglen, located on Palmerston Road, Shanklin, closed in September 2021.


According to a Design, Access and Planning Statement from Andrew White Planning Consultancy, the building is now partly occupied as an HMO, but the use has not been approved by Isle of Wight Council.


The consultancy says:

“The owners have responded to council requests for information, including completing a Planning Contravention Notice.
"They have been informed that all tenants must be given notice to rectify the breach of planning control, even though this may render them homeless.
"In desperation, the owners have sought help from their local councillor and MP, and have engaged a planning consultant.”

Discussions with council officers are ongoing, and the owners are looking to regularise the situation.


The statement adds that the change of use to residential flats is now considered the most viable solution for the building.


Applicants Mr and Mrs Lawrence are requesting permission for the change of use, which would include demolishing the building’s rear two-storey extension.


The statement notes that the property has suffered from the downturn in hotel tourism, and despite being marketed extensively, no buyers came forward, leaving conversion into flats as the best option.


The Isle of Wight Council’s public consultation on application 25/01611/FUL closes on 5 December, with a decision expected on 1 January.
