An Isle of Wight care home for older people, including those living with dementia, has been told it ‘requires improvement’ and was in breach of legal regulation relating to governance.
The Care Quality Commission (CQC) concluded the Fairhaven Care Home in Ryde is not performing as well as it should after a recent assessment, with inspectors noting governance and oversight systems were ‘not always effective’.
At the time of the inspection, 19 people were living in the service which is provided and run by Oakray Care (Fairhaven) Limited.
Fairhaven was rated ‘requires improvement’ overall and for the CQC’s ‘safe’ and ‘well-led’ categories.
Three areas – effective, caring and responsive – were deemed to be good.
The report said leaders did not always have the skills, knowledge, experience and credibility to ‘lead effectively’ or they did not always to so with ‘integrity, openness and honesty’.
“Audits failed to identify the risks we found at this assessment in relation to the environment, infection control, and safe medicine management,” inspectors said.
“These issues were discussed with the provider and management team at the time of the assessment, and they agreed to take immediate action to address these concerns.”
Under the assessment’s safe environments section, the CQC said it found shortfalls in the safe management of risks relating to fire safety, citing holes in some fire doors, excessive gaps around doors and doors that were not fire rated.
On the plus side, the report said staff showed an understanding of individual needs, respecting preferences, promoting independence and engaging people in meaningful activities.
It also said safeguarding, infection prevention and control systems were ‘generally understood’ and people ‘reported feeling safe’.
Other positives included good feedback from people, relatives and staff and ‘kind and caring’ interactions between people and staff.
Oakray Care was approached for comment on Thursday morning but has so far declined.
