Plans To Convert Former Newport Surgery Into Rental Accommodation Withdrawn

A proposal to turn a former doctor’s surgery in Newport into rental accommodation – including a nine-bed HMO – has been withdrawn.
The plans, submitted by Mr R. Owolabi, sought to redevelop the Medina Healthcare site at 16 West Street, which was vacated last year after the landlord put the property up for sale.
The application outlined one one-bedroom flat, three two-bedroom flats, and a nine-bed House in Multiple Occupation (HMO), alongside a communal garden for residents.
In planning documents, the applicant argued the conversion would provide much-needed housing while boosting the local economy through construction work.
However, the proposal faced opposition from members of the public, Newport and Carisbrooke Community Council (NCCC), and Island Roads.
NCCC raised concerns about the lack of an HMO licence, insufficient detail in planning and heritage statements, and cramped amenity space.
The council also highlighted issues around noise, parking, and the potential impact on neighbouring properties.
A spokesperson said:
“Whilst members agree that the principle behind this application is good, there are various concerns around noise, residential parking, and the adverse impact on neighbouring properties’ residential amenity.”
They added that the council recommended refusal due to highways concerns and a lack of consultation with the fire service and the Isle of Wight Council’s HMO officer.
The application has now been formally withdrawn.
